A new political and technical strategic framework for evolving digital defense capabilities

Contrary to popular belief, data can be treated in different domains, under different levels of classification without breaking down the classification barriers of data access from a technical point of view. There is a critical need to redefine military programming and procurement policies to enable industries to access data and exploit AI capabilities.
